WI: Legislative Elections Every Year

Most legislatures in the United States, to my knowledge, are elected every two years. Would it be possible, and practical, for a legislature to be elected every year? Has this ever been done, in American history?

I believe the Continental and Confederation Congresses were chosen annually. I foresee some problems with this among them that as soon as large scale campaigning comes in the latter half of every year is going to be a time of political stagnation as everyone goes home to campaign.
 
I could see that legislative elections every year would work if the lower house, at least, was divided much like the Senate so that one third stood for election each year. I can't see it working any other way since the candidate would be responsible for continually campaigning and carrying out his legislative duties at the same time. One really wouldn't learn how to do their job before they were potentially turned out.

One could speculate that power would then drift towards the Senate where there would be some stability in the six year term of a senator.

I dunno if this is really a workable arrangement in the long run, especially in the days before rapid communications or transportation. Terms are going to be barely started before congressmen need to begin considering reelection, by whatever constituent body. This doesn't seem like a terribly, well, stable arrangement.

Yeah, I agree. As it is, when congressmen are sworn in, they have to begin fundraising for their re-election campaign almost immediately.
