WI Labour wins the UK 1970 General Election?

POD -- the Marine Broadcasting (Offences) Act 1967 prohibiting pirate radio is not passed. The result is that young voters are not soured against Labour sufficiently to win the 1970 General Election for the Conservatives.

How would a Labour victory have affected subsequent British political history. I suspect that the Tories would return to power in the mid-'70s due to the effects of the oil crisis, but would it be under Heath, or under Thatcher? Perhaps the latter if the Conservatives feel they need a less "establishment" leader to win -- what would be the consequences of earlier Thatcherism?

It wasn't on the social side of things for Labours defeat it was Labours disastorous foreign policy, economic policy and general split in the party.

If you avoid Wilson devaluing the £ or devaluing less and at paced intervals as well as high defence spending I reckon Labour could hold a minority government.

Would Heath resign? It took three losses and a disastrous win before he did, and even then he had to be taken down by Maggie. I've heard theories about Powell swinging the WWC vote to the Tories by as many as 3 million votes because of RoB, but I don't believe them...

From what I've read of the Heath era, UK politics were not at their best from 1964 until 1979- both parties equally FUBARed on the economy. Labour had a purely tactical-minded Rovian (Wilson) and the Tories had a leader who nationalized a failing company and gave away the store to the unions (Heath). In the end, a First World country was audited by the IMF in 1977-8 because of policy failures.
