WI Kingdom of Hungary

After WWI the monarchy in Hungary wasn't abolished until 1921, in fact the choice was made to keep the monarchy. Karl was not installed as King Karl IV of Hungary however because Miklos Horthy, Hungary's regent, resisted any such attempt. Suppose he allowed Karl to become King of Hungary, even if it's just as a constitutional monarch.

How does this change history? Would the Habsburgs enter the war or remain neutral if they had a say in the matter? IIRC Otto was an Austrian nationalist and opposed the Nazis and the Anschluss in 1938. And if by any chance Habsburg Hungary successfully remains neutral, will Stalin leave them alone or invade them?

And does this highten the chance of reinstating the Habsburgs in Austria, perhaps binding them in personal union but otherwise letting both countries keep their own respective governments?

No neighbour would have accepted that. Intevrention forces topple CHarles, end of story.
 
To elaborate, the ancient Hungarian coronation ritual involved an oath to defend frontiers which didn't slide with the Little Entente, which basically existed to keep Hungary down. Even if Karl publicly renounced irredentism (which makes the frantically irredentist interbellum Hungarians likelier to ditch him in any case), they'll be to suspicious to allow him in.
 
Assuming we overcome the roadblock the Little Entente would put in the way of a Habsburg restoration, I don't think it'd change much in the long term. If Otto somehow manages to keep Horthy from throwing the country in with Hitler's lot, it'd likely be invaded by the Axis and wind up a Soviet Satellite state as it did in OTL.
 
Actually according to a book that was written on the Life of Otto Hapsburg, Otto provided information and evidence that if his father had been successful in regaining the throne in 1921 he would have had the full support of the French Government. France would have Officially acknowlegded him as the legal head of the Hungarian Government. It would be joined by Great Britain where the Royal family was a strong support of the Late Austrian Emperor.
