So let's suppose that in 1861 three of the ten congressmen elected are Democrats (other than the 1st district, there was Southern support in the 2nd, 3rd, and 10th as well). In the elections for the state legislature, the Secessionists do better than OTL.
Noticing Kentucky's shaky loyalty, Frémont orders Grant to take Paducah. He also extends his emancipation order to the whole state.
So, considering the amount of slaveholders in the state, could this be enough to make Kentucky officially secede? How does affect Confederate strategy in the West and overall, and likewise for the Union? Will Lincoln shift the focus to taking back Kentucky?
