WI: Kazakhstan remains an autonomy?

Kazakhstan most likely had russian plurality at the time of its creation in 1936, as this demographic shift happened in 1930-1933, so what if it remained an ASSR inside RSFSR under the 1936 constitution?
What difference would it make inside Soviet Union? And if(when) it dissolves what would it change inside Russia?
 
Kazakhstan would probably stay a Russian autonomous republic, like Tatarstan. Chechnya was unique in having a separatist movement because the Chechens had a uniquely traumatic history, including their collective deportation to Central Asia and belated return. Kazakhstan does not quite fit.

The territory would probably be more Russian in population than OTL. You might get significantly less Russian emigration, while the influx of ethnic Kazakhs post-1991 from neighbouring countries is significantly less likely to happen. The Kazakhs would still be at least the plurality if not an outright majority, and they would be the largest non-Russian minority ahead of the Tatars.
