In the mid 1990's, Governor Yuri Matochkin of Kaliningrad Oblast threatened to secede from the Russian Federation amidst Yeltsin's cries of "take as much liberty as you want." While it didn't generate much support, the Baltic Republican Party supported him and tried to create a fourth Baltic state out of Kaliningrad. Given the manner in which Russian politics historically and currently work, I don't see a lack of public support as that big a hurdle for Matochkin.

So...WI Kaliningrad had actually declared independence in the 1990's?

My two thoughts are that Russia (especially if it happens after Putin becomes Prime Minister) would deal with Kaliningrad as they have dealt with Chechnya, or Kaliningrad would face a difficult road as there are historical claims on Kaliningrad, both by Lithuania and Poland (and some Germans) that would see some political craziness in the region. But beyond that I want your opinion.
