Not likely. Perhaps if the region separates itself from Moscow and post reunification Germany sees large benefits from the markets there and the two create some bilateral trade agreements. If any kind of economic upswing can be managed (possibly ASB in itself) then perhaps some large immigration can be negotiated between the two regions. Specifically large numbers of former East Germans finding work and migrating there. I don't think the Oblast has even a million people in it, so if the right economic conditions are there and Germany encourages or negotiates an economic environment beneficial to both the Russians living there and waves of East Germans then over time (a long time) you might see calls or the slight chance for some type of 'Prussia' being recalled from her cruel banishment. All that is highly unlikely, but the best scenario I can put together for any kind of post-1945 rejoining.
