WI: Joint Korean hosting for 1988 Olympics

South Korea hosted the 1988 Summer Olympics in Seoul. North Korea demanded to jointly host.

Meetings took place between the South and North Korean Olympics committees along with third parties in Switzerland. North Korea wanted to host 11 out of 23 events along with their own special opening and closing ceremonies. The IOC offered them half this amount at a second meeting but North Korea walked out.

What if a deal was reached and the olympics were kinda sorted jointly hosted with certain events across the border?
 
I don't think this would work out. Disregarding the opening/closing ceremonies, the standards of living in the north, as well as participants' safety, would be a problem.

Sort of the problems we're seeing in Brazil right now (dirty player accomodations, gunshots around the press center) but on a much bigger scale.
