@Velasco and Constantine: in which year Philip and Mary was planning that marriage for Elizabeth? Because I strongly suspect who Philip (if he was already King of Spain) was not really interested in making that marriage (he was almost sure who he will never had any child from Mary and thus was more interested to keep Elizabeth unmarried for marry her himself after Mary's death for maintain the control of England, than marry her to the Duke of Savoy and risking to giving to him the England)

In return for the marriage, the Duke of Savoy was to sign over all of his remaining possessions (Nice, etc) to Philip. Philip would gain a pro-Hapsburg English monarchy AND what remained of the Savoyard realm. The landless Duke with no defined nationality and no foreign possessions would make an agreeable (agreeable enough, that is) consort for the English queen. And Elizabeth ostensibly would be grateful for a royal match and a guarantee of her succession (she wasn't).

That said, later on when Philip married the French princess he was still considering marriages for Don Carlos - including with Mary Queen of Scots - which quite angered Elizabeth when she discovered and realized the marriage wasn't be offered to her first. IIRC it seems Elizabeth was eager not to marry an inferior or worse than her sister - Erik Vasa, for example, being quite unacceptable as a 'mere' elected King while Philip was a hereditary one. Naturally such preocuppations made it quite hard (and eventually impossible) for her to find a husband besides the Kings of Spain and France or the Holy Roman Emperor.
