WI: John D. Rockefeller, Jr. didnt offer the land for the UN building

In 1946 Rockeffeler donated the land the current UN building stands on after he vetoed them establishing it in one of his estates. Prior to this offer the UN delegates had being very pleased with the Navy Island offer and it was a front runner until he gave up the land in New York.

So what if, instead of the UN building being built in a U.S city, it was built on Navy island and made a special zone betwen the US-Canadian border (as it was going to be planned)?
How would this affect the United Nations as a whole, and the US in the long term (note: when the building was first proposed after the UNs inception, the Uk, France, the Netherlands and several other countries voted to not have the UN hq. within US borders)
 
Well is suppose Niagara Falls on both sides of the river will be bigger cities and Republicans won't be able to talk about evicting the UN from New York. Also the city of New York will have less of a problem with unpaid parking fines.
