WI Jeb Bush had won the 1994 Governor's race in Florida?

In 1994 we had two brothers running for Governor of two different states.
George W Bush in Texas and Jeb Bush in Florida
George W won and Jeb lost to Lawton Chiles.

The scuttlebutt I've heard for years is that Jeb was considered the Bush most likely to retake the White House, but W's victory put him ahead of Jeb.

What if Jeb had won in 1994. Would he have been reelected in 1998 and then run for the GOP nomination in 2000. If he did would he have won and if so what kind of president would he have been?

I have found one column on this question.

We did this a whlle ago. Basically think of Jeb as the smarter, more competent, and more conservative ideologue version of his brother.

He'd easily have won re-election in '98, he'd easily win the Republican Presidential Primaries of 2000, and odds are he'd do a little better against Gore than his brother.

Once in office? S.V. Date presents a pretty reasonable and compelling argument overall.
