Its December 7th, 1941, in the town of Victoria, British Columbia. All of a sudden, unfamiliar planes are seen off in the distance. Explosions soon follow.
Word passes quickly,
CFB (Canadian Forces Base) Esquimalt is under attack! No one knows by whom, until a plane crashes about a mile from the base. The insiginia survive enough for it to be identified as Japanese.
3 waves of Japanese Zeros pass overhead, and the people of Victoria huddle down inside.
When no more planes have passed for at least 4 hours, the people of Victoria exit their homes to a horrific sight. The Base is burning, and there is little they can do about it.
The declaration of war from Japan does not reach the government until the next day.

So the basic idea is, what if, instead of attacking the USA, Japan instead attacked the western coast of Canada? They would have the same goals as their attack on the US had, but with a little more publicity stunt thrown in.
How does the world react?
And more importantly, how does the late or nonexistant entry of the US into WW2 change the war?
