WI: Japan and Russia, best of friends?

What if these two empires got along? Let's say Russia didn't have much interest in the Far East (personally I don't see why they did anyway). Could these empires have gotten along, and what would be the implications of this?

I could see the two forming a mutually beneficial alliance if Russia was more frustrated in the West, saying with a Central Powers victory in WWI but the survival of the Czar. With that, Russia would have sold some of their Far East territory (Sakhalin Island and Kamchatka perhaps?) and given the Japanese the resource concessions they want, in exchange for a military alliance and Japanese aid in subduing Central Asia once again. With the Far East settled, there are really no reasons why Japan and Russia should be closely aligned, and a lot of reasons in favour.
 
They could resolve all their disputes which led to Russo - Japanese war in the first place. Russians have built the railroad through Manchuria to Port Arthur and Japanese at the time just have consolidated their reign over Korea. The japanese diplomats then on couple of occasions came to Russia with the desire for defining their respective zones of influence in the region but Nicholas II Douche stalled and in the end even refused to see their diplomats. Japanese wanted for Russia to recognize the independence of Qing and Korean empires, with their mutual economic dominance over them, and retaining the right of Japan annexing Korea and Russia Manchuria.
In general they could be friends after the stated successful deal and then be united in anti - British/French efforts to evict them from China and Indochina.
