What if the Zimmerman Telegram remained a secret and both Japan and Mexico agreed to declare war on the United States to prevent it from entering conflict with Germany?

You mean Japan who already was at war with Germany is going to declare war on USA so as to save Germany?

Mexico gets the shit kicked out of it, if it's military is even stupid enough to try. More likely the government gets removed from power for being insane, and their replacements send a very nice and contrite message of apology for their former leaders actions.

Japan that is dependant on London banks for capitolizing its industry, that is making money selling war materials to the Entente, that is hoping to obtain additional investment funds from the US banks, that is still dependent on British naval industry for a portion of its ship servicing?

Well, if someone had not read the entire book. Maybe skipped some after the chapter on the war scare of 1907...

There was a war scare in 1913 as well, but Wilson put the kibosh on it stateside and it burned out fairly quickly. Either way, once Japan jumped in on the Entente side, I can't see it joining up with any of the various Mexico governments (given that Mexico had a little bit of a civil war going on at the time) to invade the US, no matter what Hearst would have had you believe.

Ignoring the Japan part and focusing on Mexico here.

Let's say Mexico decides to abandon neutrality and go for it. Maybe everyone gets drunk on managing to give Pershing the run around for a year, whatever. I'll handwave it for the sake of argument. The problem is that if the US gets serious and fights Mexico, Mexico loses short of a miracle. The population and industrial advantages are just too large. This may keep the USA less interested in Europe, but odds are they give the Entente more help as they gear up and are pissed at Germany. I don't think this changes a lot in the long run, Germany probably still loses.

As for Mexico? They get stomped and probably lose some territory. Say Baja California and a few slices of northwestern Mexico to make the maps look pretty. The current government is completely discredited and falls apart, so more messiness comes to the surviving Mexican state. War reparations are a possibility as well, which could hamper the Mexican economy even further.

The only real appeal to this scenario is if you want to tank US-Mexican relations and make the US have an extra state or two. At least that I can see, anyway.
