WI: Italy doesn't become fascist

We'd probably see Italy and/or Germany and/or a slew of other nations go communist at some point, and the Soviet Union, depending on who's in charge (Stalin probably wouldn't do this), would probably start WWII with plenty of allies.
 
If Vittorio Emanuele III call Mussolini bluff and arrest him and the fascist leadership during the March of Rome, well the movement is finished except for some clean up action in Romagna and other zone, now what?
The next in line for attempting a coup are the socialist but don't have a clear leader and are a little divided among themselfs so is more probable a continued political violence (most intercine) and a stability of goverment like France or a little worse, a continued intrusion of the King in the goverment work is almost assured for keep thing going; worst case scenario a short civil war.
On foreign policy, well Ethiopian invasion is out of question and in case of the Spanish civil war aid will be given to the Nationalist but hardly the quantity Mussolini give away, in general a long lived 'Stresa front' will be almost assured but even a non-fascist Italy will in the end aquiescing to German demand regarding Austria and Sudetenland to dispell the possibility of a war.
 
no Fascist Italy and perhaps by that extent no Fascism, might mean no Nazi's at least how Hitler and company shaped the Party, as Hitler was an admirer of Mussolini. We could have have a world without WW2, depending on who takes power in Italy and Germany in light no Fascist or Fascist influenced state or ideology.
 
One of the interesting impacts of Italy not becoming fascist, and possibly not even entering the war, is Libya. Without Italy being preoccupied with Ethiopia and getting it self-involved in World War II there is a chance that Italian immigration into Libya could actually become successful. Unlike Algeria which already had a large area population Livio was scarcely populated and could have emerged as a predominately Italian region. A non-Fascist Italy almost certainly would not side with Adolf Hitler, assuming he's not butterflied, And as it now no longer One of the losers of World War II it most likely will keep Libya. Oil is subsequently discovered in Libya which will only increase Italian immigration into the province. Although it really looks like the big winner for much of the 50s and 60s, it is only a matter of time before the Libyan independence movement emerges. Italy not Becoming Fascist means that In modern times Libya at best looks like Northern Ireland, and that worse looks like the West Bank. And it almost certainly will not be independent republic
