WI : Italy as strong as Germany

Let's just assume that the fascist army in ww2 was just as good as their nazi counterparts , how would this change the outcome of the war ?

You can't just assume. You need to demonstrate how that could possibly be short of ASB given that the Italians had fewer natural resources, agricultural resources, population, and industry. Perhaps in training and doctrine they could be as skilled, but for that you'd need a richer Italy that has invested in education, and you'd probably have to avoid WW1 and have Italy get rich off of trade while everyone else fights. A skilled Italy is still one with major shortages of resources for its military, which will undermine it's effectiveness. Perhaps assuming Mussolini is more competent about Italy's material limitations, then the military would have to be half its size to equip properly. Then they'd have to be very aggressive early on, say seizing Malta in June 1940, minimizing its attacks against France in 1940 to spare casualties, then also Blitz with a smaller highly mobile force into Egypt soon after entering the war. They could do damage if they are aggressive and competent, perhaps even seizing Egypt in 1940 if they really play their cards right and not roll with too many force, rather a small, highly mobile, truck heavy force, then shipping in leg infantry to occupy. Well played and avoiding the major mistakes of OTL (invading Greece) would be a big help and might be enough to knock Britain out of the war in 1940 if they really fear an Italian caused Arab uprising in the Middle East and loss of empire by staying in the war and if the US thinks Italian action makes the British war effort doomed.
