Yes, it does sound ridiculous, but that is how the geopolitical game was played back then.

Yes, it does sound ridiculous, but that is how the geopolitical game was played back then.
Also, there were oil men who had business in the middle east plus lots of country club antisemitism.

Did Egypt itself view either of these two things as a preparatory move for war, though?

Plus to this two things Egipt first send out the UN troops in the frontier. And formalized an alliance with Siria and TransJordania to "Throw the Judes to the sea". The whole crisis started with Siria and the Soviet Unión falsely accussing Israel of ofensive plans against Siria.
 
From Israel's perspective--not necessarily from Egypt's.

Except that blockading another country is always an act of war, and it's recognized as such under international law. When Egypt did that, it was committing a naked act of aggression against Israel and made any Israeli attack fully legitimate. Even if Egypt didn't see it that way doesn't change that a blockade is a hostile and aggressive act.
