What if Iraqis (perhaps members of one of ISIL's predecessors: Jama'at al-Tawhid wal-Jihad, abb. JTJ or an equivalent terrorist group) were behind the September 11th, 2001 Terrorist Attacks instead of terrorists with ties to al-Qaeda? Would Saddam Hussein hand over the leader of JTJ (or an equivalent terrorist group to the Coalition), or would he refuse to cooperate? Would the United States invade Iraq in 2001? I would expect the coalition invading Iraq to be around the same size as the coalition that invaded Afghanistan. What happens to Afghanistan with no invasion? If the United States invaded Iraq, how long would they stay in Iraq? What does an early Iraq War mean for Bush's re-election prospects in 2004 and his presidency as a whole? If Bush were to win re-election in 2004, would a vote for the Iraq War be as much of a liability for candidates running for president in 2008? If the United States were to stay for as long as they have in Afghanistan in OTL, would there be a possibility that the United States would intervene in Syria 2011 onwards?
