No, honestly the regime if it lasts another 7-8 years without a war which would be highly unlikely Iraq will be looking more and more like the Islamic State as time goes on. There will be another Shia uprising upon Saddam's death but who takes power will be much much uglier then Saddam's sons which is saying something.
Zarqawi was already there building networks and waiting in 2002 and Iraqi society was just going to get darker and darker under a demented Saddam convinced the religious radicalization of Sunnis is the one sure way to keep power.
The jihadists and religiously radicalized Saddamists are going to take over the Sunni side of the civil war not Saddam's psychopathic sons neither of which were real leaders who could inspire and were lightweights when it came to military strategy as well.
I call bullshit. The sectarian violence of OTL managed to take hold because Iraq after the invasion was more or less Mad Max, simply getting rid of Saddam doesn't do anywhere near that kind of damage to the nation's stability.
