WI: Iraq bombs the Tabqa Dam

In 1975, Iraq and Syria were struck by a major drought, and the flow of the Euphrates River into Iraq was severely reduced. As a result, Iraq threatened to destroy the Tabqa Dam, which lies on the Euphrates River in Raqqa Province, to reopen the river's flow. While the dispute was resolved with international help from the Soviets and Saudis, what would have happened if Iraq followed through with its threat?
 
Um, attacking such a dam is classed as 'Crime against Humanity' and Iraq loses its Western supporters. Iran subsequently stomps Iraq.

( I don't think anyone really considered big dams as vulnerable until Barnes Wallis armed the Dam Busters. After that, sane people recognised the 'Mutual Destruction' potential, and played nice...)
 
With North Korea supporting Iran in OTL, would the US withdrawing its support from Iraq possibly lead to better relations with North Korea?

This. Back in 1975 Iran under Pahlavi would probably have gleefully smashed Iraq and added some extra territory.
