WI: Invasion of Serbia in the 90s

Say a NATO country was attacked by Serbian terrorists and they invoked Article 5. An invasion of Serbia would have gone horribly, as the extensive bombing campaign did little to damage them and they even managed to shoot down an F-117 stealth bomber. What would the effects be, especially on the 2000 presidential elections and the GWOT, if 9/11 still happens.
 
During the middle of the Yugoslav Wars? I’m not sure what a NATO country would stand to gain by invading Serbia in the middle of the violent and genocidal collapse of Yugoslavia.

I could see it making things better if NATO intervened in Bosnia, having a heavy UNPROFOR involvement and less inaction at the top would probably do a lot to protect the Bosnian Muslims in places like Srebenica or Stupni Do. The issue here really is trying to mobilize these countries to take action. I’m not sure the actions of Serb terrorists would be enough and, as OTL showed, many European countries were content to offer fairly minimal aid as Bosnia burned.
