WI: Insular Cases go other way

So in short, what kind of effects are we looking at if the broad outcome of the Insular Cases is reversed, and full constitutional rights immediately follow American control of territory?

Philippines becoming an US state and the Philippine people automatically becoming citizens of the United States with the right to vote ?

Nope.
Look at Puerto Rico. They ARE covered by the Constitution, and they aren't a state, and thus don't get to vote Federally.

Looking again at Puerto Rico, what you WOULD get would be a large influx of Philippinos to the Mainland.
 
Wouldn't it just mean those places get treated as normal territories, as in expected to eventually petition to become states?

The racism at the time wouldn't allow it, but maybe the justices console themselves with that eventuality being in the far distant future. And that Congress can keep rejecting them indefinitely until then.
