WI - Independent or US Quebec exposed as having Pro-Vichy sentiments

I don't think there is any way that a US-ruled Quebec could be anything like the Quebec we know IOTL, in terms of being a bastion of Catholic hegemony.

If it were allowed to maintain its Catholic character(which is essential for a "Vichy Quebec" scenario), the most they'd be permitted politically is to be a French-speaking Puerto Rico, IOW no one cares what they think, because they're not allowed to vote anyway. And even that's probably unlikely, since Quebec has more than twice the population of Puerto Rico, and is geographically situated so as to be far more of a military danger to the metropolitan USA.
 
It is not so much about Quebec itself being Vichy, simply that a number of people within ATL Quebec and the government harboring Pro-Vichy sentiments that is soon exposed to public scrutiny during WW2.

Would the US and Allies take any action against an independent Quebec once such sentiments have been exposed or publicly expressed?

And how would the US respond in the event Quebec is a US state, especially within the context of an alternate conscription crisis in Quebec and lingering desire for succession? Would outrage from the US public be enough to demand a plebiscite on whether to expel Quebec from the US or take punitive measures, or as a result of public demands for expulsion at least allow Quebec to hold a post-war referendum to become an independent country under such dishonorable circumstances as a nation of Pro-Vichy apologists?

Problem is just that you can't make Quebec independent/part of USA very early or otherwise you are butterflying OTL WW2 away. And making this quiet late would be very difficult.
