WI: Independent Italy

Early on in their relationship Hitler and Mussolini had some underlying tension to overcome. This was magnified by the annexation of Austria. They eventually would overcome it and form the Axis. What if they didn't and Italy didn't join the Axis? Would Italy join the Allies? What if they did? Or would Italy stay neutral in the War, only attacking in the Balkans independent of Hitler?
 
By the time of the Anshluss, things between Adolf and Benny were peachy, for this reason Rome agreed to the German move otherwise as before he had start to menace a military intervention to block the attempt. Said that, the anti-german faction was very vocal as many really don't like become Germany sidekick (many, like Balbo, have correctly envision the true correlation of force) and there are many ways for the Axis to not be formed:

- Italy accept the Hoare-Laval agreement and the Stresa Front is preserved
- Germany perform slightly worse in France, delaying enough the italian Dow that Benny and co. clearly see that things are not near the end as they though.
- Benny is killed before the war (but the earlier that happen the greater are the butterfly)
- Benny simply decided to wait more as he was greatly undecided over the Dow.

Italy will probably remain initially neutral trying to extract the most from both side and the other neutrals and later join the ALlies to get a place at the table when Germany is in the last leg.
