WI: Hugh Scott loses in 1958

During the 1958 midterms, a Pennsylvania Congressman named Hugh Scott won election to the senate by a 51-48 margin. He later became known for his progressiveness (voting for Eisenhower reforms, civil rights and a lot of other things) and eventually became senate minority leader. What would happen if he lost that race? Would Leader (his opponent) keep up the same Progressive legacy? Would his political career be over or would he come back? How would a different leader handle the Republicans between 1969-1977?
