WI - Hoover reelected in 1932 followed by FDR and later Dewy

As someone largely ignorant of this period in US history, what would be the impact if any of an ATL scenario where Herbert Hoover somehow managed to get reelected in 1932 with FDR subsequently being a 2-term President in 1936 and 1940, who was himself succeeded as President by Thomas Dewy in 1944?

How exactly is Hoover going to be re-elected against even a blind panda in 1932?

Even if he somehow did get re-elected, and that's a scenario that's very difficult to imagine given the climate of the time, we'll certainly not be seeing any of the New Deal. Hoover didn't exactly have any grand-scale reforms in mind when he was running for re-election. Given that Congress is still very likely to be Democratic-dominated at this point, he certainly is going to have a hard time doing much of anything. The economy could get even worse in this case, and I could well see plenty of riots breaking out across the country. I'm not going to go and say there will be a communist revolution, but what happens is not going to be pretty.

Given that Prohibition is not likely to be repealed here, the Mafia will probably become even more powerful. With the populace even more in a bad way, people could begin to see organized crime as a better alternative to good governance.

I can't say what all happens. FDR would certainly win a huge landslide come 1936, but the GOP might be completely out of luck for many years to come when their reputation is a two-term president who did nothing while the depression spiraled out of control. Maybe Dewey doesn't even rise to prominence in this case. Say that the different circumstances mean that the Mafia decide to go along with Dutch Schultz and have him clipped? That is assuming that Dewey even gets that far.

This is all just speculation, however. It's almost impossible to see Hoover getting re-elected in 1932 against anyone.

It's nigh impossible for Hoover to re-elected in '32 under the same circumstances as OTL. Whilst he seemed willing to begin implementing some New Deal-esque policies and programs, they wouldn't have been as far reaching as FDR's were.

Your best way to try and have Hoover re-elected would be either to delay the Wall Street Crash, which would probably require a PoD a fair bit earlier in order for it to be delaying by 3 years. The alternative is that the effects are negated by pre-emption or earlier action to quell some of its excesses.

Or you could have third party split the vote so that he election goes to the house and it elects hoover.

Maybe a do-nothing Democrat like Garner could win in 1928, leading to Hoover winning in 1932?

And having a Southern, like John Nance Garner, would alienate the traditional Northern Democratst and could help swing the Northern states that were under the 18% margin, such as New Jersey, Ohio, Michigan,
New York or Illinois.

While the western swing states like Montana, Colorado, Utah and Kansas, could fall in line with the Republican grass roots.

This would only give Hoover as slight victory but could show the upper hand by offering spaces in his cabinet to a few Democrats.

Hoover could only win in 32 if he was up against a conservative Democrat and had plenty of voter fraud. And by plenty I mean Central American banana republic style voter fraud. Following the election, there could well be a civil rebellion to millitary coup followed by a special election or civil war. People really underestimate how bad things were back then.
