WI: Hitler as Chancellor or "Führer" of Austria?

As we are all aware Adolf Hitler left the Austro-Hungarian Empire in 1913 to possibly avoid conscription into the Army and thereafter became a soldier in the German Army upon his moving to Munich. What if he remained in Austria-Hungary was conscripted into the Austro-Hungarian Army, and upon the end of the Great War he entered politics with the same ideological traits as he did in the original timeline?.
 
Assuming he somehow took over the Heimwehr and seized power I could see him change the name back to "German Austria" but the problem is that Berlin badly outweighs Vienna, I think that pan-Germanism was a sufficiently strong part of Hitler's ideology that he wouldn't drop it, but he'd have to figure out how to build a real support base in Germany lest he be marginalized.
