WI: Hindenburg doesnt take the gamble?

What if, in 1933, Hindenburg doesnt appoint Hitler chancellor? The support for the Nazis had dipped in November 1932. Would Hitler still get into power?

I am thinking about doing a timeline on this, so I wanted to know what everyone thinks..

So who else will be chancellor?
Schleicher was basicly finished, von Papen or Brüning again? not very likely...
maybe someone like Hugenberg.

So if he hangles on till his death in Summer '34 (not likely butterflied away) Hitler will be the top contender for the succession.
Still, there is a lot that can happen in 18 Month.
 
So, Papen does not come up with his proposal to form a government that "binds in" the Nazis, but Schleicher get's sacked anyway. - The alternative for Hindenburg is now either to terminate his coup and return to parlamentary rule - or to find another "strong" man. - Hugenberg, already entangled with Hitler... Nobody else left that would have been acceptable for Hindenburgs circle of "advisors".

Why not one of Hindenburg's advisors?
