WI Highwaymen? A British Wild West?

Its often occurred to me that the hard riding, gun toting, money robbing bandits of Britain have much in common with the banditos and gunslingers of 19th century America. Could a more unstable Britain (possibly a prolonged Civil War) produce a long period where such behaviour is to a certain extent common, and the authorities can't muster an enormous amount of strength to crush them?
 
Right then, I'll kick this off if no-one wants to discuss it.

The way I see it we need a few key elements to emulate the Wild West.
  1. Lawlessness. Hence the Highwaymen. I think that a worse, longer Civil War could produce a generation of young rural men who have few experiences of harvest time, but do know how to handle a gun. So we could have lots of gangs and lawlessness.
  2. Native Americans. Well obviously not actually Natives, but some other groups which pervades the whole country who nearly everyone looks down on and wants to crush and assimilate. My first instinct is the Celtic fringe, though Catholics or Republicans, they could be useful hateplanks. Maybe if we run with an idea of religious radicalism, we could have many radical groups emerging from the war and dominating lareg stretches of the country with their own militias. The central government is utterly determined to eleiminate them, but it would be difficult without a genocide.
  3. Weakened central government. Not only will the monarchy be weakened after the war, but necessarily we need Parliament to not be strengthened over much, so more power is in the hands of the shires. That can be solved I think by the longer Civil War situation. Really, in this world I see Parliament turning into a bit of a lame duck, trying to restrict the growth of the radical communities and the local governments.
