WI: Herod never becomes King of Judea

After the Parthians installed Antigonus II Mattathias on the throne of Judea as their puppet king, Herod fled to Rome and asked them to reinstall the usurped Hyrcanus II as ethnarch. Instead, the Senate unexpectedly appointed Herod king instead.

What if this hadn't happened and the Romans decided to reinstall Hyrcanus? How might things be different?
