As title, simply put, I'm aware that the Byzantines had naval superiority over the Arabs early on, and I'm curious as whether in exchange for some concessions, or total abandonment of the territories in southern Iberia he could have Visigothic allies to fight back against the Arabs.

Or for that matter, given the territory that could be returned, could be be as bold (read : potentially insane) enough to offer land (as per the themes) to anyone (Roman or not) who volunteered as soldiers in their armies.

Or grant Dynatoi status to great leaders with significant follower (read : an army) that joined his war.

Who could have joined the Empire/Fought against the Arabs - and could they have won?

Who could have joined the Empire/Fought against the Arabs - and could they have won?

I think that some Slavic mercenaries could do the work. But you need the romans to be luckier, they had enemies everywhere. Maybe the Visigoths could help, if the romans take advantage of one of the never ending civil wars in Iberia.
