WI : Henry the Lion of Saxony is granted Goslar

So IOTL Henry the Lion did not help Barbarossa in Italy because of issues in his eastern territories, only willing to assist him in Italy if he is granted the Imperial City of Goslar.

If he was granted the city, would he have helped in Italy? What impact could this have?
 
OTOH the Hohenstaufen (Staufer) wouldn't want to make the Welfs (Welfen) too powerful either. That is maybe Barbarossa genuinely thought Henry the Lion asked too much for the help he technically was obligated to give (to a certain minimum degree).
 
It would seem Goslar would be a step too far, given that it was intimately associated with the Imperial person , the way the White House is associated with the American President. I would think Goslar going to Heinrich of Saxony wouod be a bridge too far.
