The idea is that Henry is killed while fighting Conan Pilatus and the rebels in Rouen. Robert survives but can he quench the rebellion? Or does William win the day?
Yeah, William II probably clinches it. As his reign continues though the chances of an "accident" rises. OTL they had Henry ready, TTL they need either a son of Rufus or a forgiving Robert.
I also think William would get Normandy. I wondered if Robert might turn to Brittany or Anjou for help. Duke Alan IV had a sister named Havoise who could marry Robert and give him a son ten years earlier than OTL.

If Robert marries Havoise of Brittany, Alan and maybe even Alan's father-in-law Fulk IV of Anjou can try to help him reconquer Normandy. Wether they'll be able to do so or not is another matter of course.
As Brittany and Anjou were wary of a Duke of Normandy who'd be King of England as well, they'll be probably disappointed to see William die childless, which doesn't bode well for Robert.
