WI: Greater British victory at the battle of Dogger Bank

The Hoods were laid down in reply to the Mackensen class - 3 of which had been laid down in 1915

Had the construction been continued then its likely that all 4 Admirals would have been built - as it was Hood was retained in an uncompleted state as it was believed that Mackensen had been finished

The British also believed that they were bigger, faster with larger guns hence the size and speed of Hood
 
With the existing scouting force destroyed it's likely the Germans would prioritise their replacement rather than see the bulk of their fleet useless for the rest of the war.
 
You don't need to avoid the signals foul-up, all you have to do is have Seydlitz's crew be slightly slower or slightly less lucky, and it will be German battlecruisers with the reputation of blowing up if you look at them sideways. Potential results (in no particular order) are a) the HSF battlecruiser force at Jutland will be weaker, causing a greater concentration of fire on the survivors and therefore potentially much heavier losses, b) Jutland might not happen due to Scheer not wanting to risk the weakened force due to a), and c) the RN will see the bang, potentially rescue survivors, realise what happened, and avoid the measures to improve rate of fire that played a role in the loss of the battlecruisers at Jutland. This will be helped by the heavier German losses producing less impetus to increase RoF in the first place.

The Germans without access to the survivors might conclude that they lost Seydlitz simply because the British guns were that good. This might then lead them to hold off on a Jutland style adventure until the Mackensens are ready which given the resource situation might be never.
