WI: Gracchi Land Reforms Pass

Assuming Tiberius Gracchus is a little better at playing politics, what are the effects of him getting his lex agraria passed? How effective would this be in curbing latifundias? If Tiberius opens the door and paves a way in which reforms like these can be passed, could this lead to further similar reforms down the road?

Also, what kinds of butterfly effects would this have on the late republic?

Tiberius Gracchus' law was passed and enforced for several years after his death.

Other points of his law were just unenforceable : the 500 jugera limit. It would have been a pure theft in many cases. So the romans had no other way than to find compromises in the way this law was enforced.

Caesar found the right solution in 59 : buying back the lands with the tribute payed by provinces or by defeated enemies.
