In OTL the Gore campaign was wary of Clinton scandal fatigue and to this day, there are some saying he distanced himself too much from Clinton and shunned what could have been useful assistance on the campaign strategy and campaign trail.

What if Gore adopted a radical approach to thread the needle btwn public fatigue with Clinton and Clinton investigations combined with high approval of his job approval?

It could be summed up in this short sentence and slogan:

"Al Gore: All the darn good governance...none of the baggage. Gore is Clinton, PG rated"

Would this piss off bill so much he would actively switch to sabotaging Gore? Or might he endorse the idea, saying "Al gore is going to be great for the American economy and all working Americans, and he's got more self control than me"

That is what he tried to run on. But, if anything his message was a bit more liberal especially in environmental areas then Bill's which hurt him in the South and he didn't spend as much time in the South either.

It's not so easy to run as a non-charismatic candidate on a popular President's third term as Nixon or countless would be Presidents have learned. Still it usually turns into laser close elections like 1960, 2000 or 2016 where a gentle wind can sway it either way.
