WI: Glorious Revolution gives Royal Prerogative to Parliament

Had the Glorious Revolution resulted in the legal establishment that the royal prerogative could only be exercised by Parliament, what effect would this have had on the future? This would have meant that the dissolution of Parliament, the prerogative of mercy, declaring war, and ratifying treaties, among other things, would solely be under the authority of Parliament.
 
You need a different Glorious Revolution. Pretty much non of the actors in the Glorious Revolution wanted that apart from a few die-hard ex-Republicans. William III certainly wouldn't agree to be King under those terms and Parliament needed his army to fight James II and his Jacobite loyalists. Not going to happen.
