WI GHWB never intervenes in Somalia, is GOP less anti-UN, anti-multilateral?

Without Somalia intervention experience, GOP does not become as anti-UN or anti-multilateral

Bush intervened in Somalia, and Clinton continued the mission.

After US troops were killed and the US evacuated, there was some acrimony among the congressional GOP about the UN and specific legislation outlawing US troops being under UN command.

The Republican majority elected in 1994 and later the GWB Administration had a more disapproving attitude of the UN, devalued multilateral consensus and arms control treaties.

Does the GOP at the Congressional and Executive level still go down this path without the Somalia debacle and feeling the UN was responsible for mess?
 
I think it depends.

If a Republican is in the White House maybe not so much. If a Democrat is in the White House then absolutely.
 
No. Somalia may help to validate GOP criticism of the UN, but the principle roots of hose criticisms would remain, as would other UN things to which they object.

Yeah, right-wing hostility to the UN long predates Somalia.

and the shame of it was, because Somalia went badly, we were slow to intervene in Rwanda in 1994

We would have had to have been pretty fast to greatly cut down on the number of killings in Rwanda, or to overthrow the genociding government faster than Paul Kagame's forces did.

Essentially, the Tutsi saved themselves with armed force before the genocide could be completed. I don't think we've ever seen a victim group overturn a partially successful genocide like that so fast.

The shame of Somalia was also ......Somalia. Pretty much from before the Americans got in, up until the present day. A lot of manmade death there throughout the period.
