WI Germany didn't intervene in Russo-Turkish war of 1877-1878

Germany and Russia had pretty good relations, until Germany, together with the UK, opposed the Treaty of San Stefano, forcing Russia to settle for lesser gains as per the Treaty of Berlin. So what would happen if Germany stayed neutral during the Eastern Crisis? would Russia still ally France? Would the League of Three Emperors stay intact? Would Russia even back down without German threat?
 
Would we characterize anything Germany did at the time to Russia as a "threat"?

Alarmed by the extension of Russian power into the Balkans, the Great Powers later forced modifications of the treaty in the Congress of Berlin. The main change here was that Bulgaria would be split, according to earlier agreements among the Great Powers that precluded the creation of a large new Slavic state: the northern and eastern parts to become principalities as before (Bulgaria and Eastern Rumelia), though with different governors; and the Macedonian region, originally part of Bulgaria under San Stefano, would return to direct Ottoman administration. At the Congress of Berlin, Bismarck said that he was fighting for peace in Europe.

My question is what if he didn't feel like fighting for peace in Europe and instead watched it all from sidelines?

That is a very good and interesting question! This leaves Britain and Austria-Hungary as the objecting powers. What can Britain do, force-wise to strike the Russians and aid the Ottomans? Would the Austro-Hungarians fight the Russians alongside the Turks, or just use the unwelcome dismemberment of Turkey in Europe to escalate their probable demands for compensation in the Western Balkans?
