WI German Revolution did not succeed ine stablishing a republic or depose the Kaiser?

Basically, at the end of WWI, the SPD fail in attempting to establish what would become the German Republic, so the Kaiser still rules and the 1871 German Constitution remains in place. Would this have prevented extremism to take root in post-war Germany, since many of the Freikorps embers and people like Luddendorf would still be in power? Also there are no "November criminals" to put the blame on.
 
I don't think the Entente would be happy if the 1871 Constitution remained in place, but if the Kaiser stuck around in a highly marginalised role like in Japan after WW2, they would probably accept it with open arms. A continued military dictatorship in Germany with Luddendorf and co staying in charge is not happening unless the Soviets get really powerful and there's a massive Communist uprising in Germany, essentially leading to WW1 continuing as an ideological struggle into the 1920s. This would lead Britain and France to align with Germany against the Communists, and they would most likely put up with it remaining more authoritarian if it was the only way to keep Berlin on side.

What was the heir like. If Wilhelm must still abdicate in favor of his son?

He originally supported Hitler, as he seemed to believe that Hitler would restore the monarchy. Once he realised that wasn't happening, he withdrew his support but never spoke or acted against him. Of course, in a timeline where his family survives, he might have very different feelings
