WI: George Rommey Political and President of Mexico?

In 1907 George Rommey was born in Mexico and in 1912 fled with his family to the United States because of the Mexican Revolution.

With a POD[1] between 1895 and 1910, the Mexican revolution was prevented from occurring and Rommey was consequently forced to stay in Mexico. Perhaps for some years he could go to the United States but as part of his studies (similar to Francisco I. Madero) but he would settle in Mexico.

Where I'm going is, how likely do you see George Rommey run as a Mexican politician and become President of Mexico between 1940 and 1972? or do you think he'd go to America and live like an American?

[1] This POD may be:
*Porfirio Diaz retires and Francisco Madero governs Mexico from 1910 to 1916.
*Porfirio Diaz remains until 1915, Madero decides not to call arms
*Porfirio Diaz retires in 1900, a successor is elected who turns out to be more "democratic" and therefore Madero or someone else would rule the country.
In these cases, the country begins a series of reforms that will make the country as democratic as possible, the PRI would not exist, it would be bipartisan or multiparty (perhaps comparable to OTL in Chile, France or the USA).

I don’t think that Romney would ever be elected as President of Mexico — his Mormon faith and Anglo/Gringo heritage would preclude that.

However, I could see Romney wielding considerable influence as an economic advisor or a cabinet secretary.

Would it need as being natural born Mexican when he just born in Mexico?

But his Anglo-American heritage and non-Catholism would anyway make his attempts nearby impossible.

Romney would be ineligible under the Constitution of Mexico.
Article 82. To be President, you must:

I. Be a Mexican citizen by birth, in full enjoyment of their rights, a child of a Mexican father or mother and have resided in the country for at least twenty years.

His parents were not Mexican.
