The Dutch do much better in the 1st Anglo- Dutch war.
General Monck is considered as one one the first who adopted the line of battle for war ships. The English war ships were large and carried more guns than the Dutch. While the Dutch ships were more faster and had better maneuverability.
The line of battle made the best use of the broad side of the large cumbersome English ships while it denied the Dutch to use their smaller but better maneuverable ships and their tactic, of harass and boarding, .
Completely agree with Parma, the Dutch Navy had a huge advantage in their fleet, if the naval battles went the way they had done for years/centuries as individual ships(albeit in formation) slogging it out, then the dutch would've been much more destructive and possibly victorious.
Tactics aside Monck was an army officer before an admiral and when Blake was recalled and Deane was killed he was left essentially in sole command of the English navy and he brought the Dutch fleet and economy to virtual standstill even before the decisive combats later in the war which is a huge reason in itself that him remaining imprisoned would have been detrimental, I can't think of someone of the top of my head who could have done that job.
Tactically Monk made lightly armed warships,which was a lot of the Dutch fleet less able to sustain the rate of attrition in Battle. In the line of battle,each ship had a place and an opponent to fight irregardless of strength. Thus negating Dutch mobility as they stayed in formation firing broadsides and not fighting ship-to-ship. Whilst not an entirely new concept Monck is the arguably first English Naval commander to use this strategy and the Dutch were ultimately defeated by it. Without Monck the Naval Anglo-Dutch war would've been lost or crippling to the Naval power of England at the time (Portugal had already developed a similar tactic and the tactic led to a whole new class of purpose built ship- the Ship of the Line) . If England had lagged behind it's competitors in developing this the naval supremacy England and later on in naval history Britain potentially would be delayed significantly as they scramble behind the western European nations in developing the heavier war ships.
Even if the Anglo-Dutch war was won without Monck and the line of battle strategy Portugal and presumably Spain would be developing along that style of naval warfare imo before it was adopted by Britain, thus changing the balance of Naval power drastically as the timeline progresses. Ships of the Line weren't quick or cheap to build!
