WI: Fredrick III lived longer?

Fredrick III was a liberal and quite passive Emperor of Germany for 99 days between March and June of 1888. However, he died at just 56 due to layrnx cancer before he could really do much as Emperor. He was fond of the idea of the liberals and so was his wife, Queen Victoria. What would happen should Fredrick live longer, lets say twenty or so years, instead of just 99 days.

A lot of historians have said Frederick wasn't as liberal as commonly believed, unlike his wife. However, maybe he'd defer more to the Reichstag, there would be a ratchet effect as people would demand more democracy. My scenario, which I admit is pretty fanciful, has the SPD victory in 1912 leading to mass protests and a transition to democracy.
 
The really change here isn't so much, to my mind, domestic or constitutional issues in Germany, so much as the Reich's foreign policy -- specifically, whether Weltpolitik still becomes central, and/or if an Anglo-German Alliance alters the balance of power in Europe.

I got rid of both Wilhelm II and Nicholas II and created a utopia
 
If he actually was as liberal as you are assuming, it probably means a much bigger focus on expanding the colonial empire, which was a pet project of liberals in Germany and opposed by the Junkers and Protectionist Konservative Partei. It might mean more electoral reform.

Interesting read, though it seems like Russian FP in Europe isn't much of a factor in your TL.* If the Franco-Russian Alliance still becomes a thing in the 1890's, but with Britain not joining the Entente and stating friendly with Germany...

*I've read up through the 1910's.
