How would history be affected if the capital of the United States was moved to Baltimore rather than put in the effort to rebuild DC
Does this mean that Maryland holds the capital city or is Baltimore (or a section therein) is carved out for the capital? Either way, something detailing this has to be enshrined into the Constitution to make this work, and provisions for relocating the capital will certainly be included.
Originally I was thinking that it would become a federal district, but then I realized that it was over a third of the Maryland population, so that's out.
I had a thought that was based on a scenario post-ARW in which the US and Britain reach a stalemate and all but South Carolina, Georgia, Maine and NYC are granted independence - the capital moved to Philadelphia but an area of Philadelphia and New Jersey is carved out as a new capital district. That becomes federal land while Philadelphia otherwise remains intact.
So there is a capital district, but the capital is not located there? How does that work?
