WI: Ferdinand Keeps Navarre Within the Crown of Aragon?

In OTL after he conquered Navarre in the early 1500s, Ferdinand originally intended for it to remain within the Crown of Aragon, which would have let it be within the more decentralized part of Spain rather than the centralized Castilian portion. Yet, eventually he was pressured to bequeath it to Joanna, his daughter and Queen of Castile. What if he had refused to do so and Navarre remained a part of the Crown of Aragon within the Kingdom of Spain once Joanna's line inherits the Crown of Aragon from her father following his death?
 
Very little. Literally would remain a extra title like it did, until ther same centralizing tendencies following the Hapsburgs and Bourbons happened.
 
Navarre kept their fueros until the 19th century when the liberals said that it was too much freedom for pesky non castilians... it can hardly be said that it was centralised at all.
