WI: EU Arms Embargo On China Lifted In 2004

What is the position of Israel and Turkey? Does Turkey follow the EU's lead and do the same? How does the Israeli-Chinese deal on the Phalcon AWACs go down? I know Israel is not a part of the EU but their dealings with China will heavily effected by this. Also, they have tones of MLRS designs that could be mass produced. Turkey has a few as well.
If we use the 2004/2008 PODs, China I think would gain a significant heap of 'western based technology' on fairly cheap terms.
 
I wonder if China would try to reach a similar deal for Charles de Gaulle-class carriers. The U.S. would go ape, but relations between us and France were at rock bottom back then and the revenue could be enormous. Whether France would go for it is a totally different deal, though.
China getting their hands on Charles De Gaulle will clearly see the Japanese throwing economic sanity to the wind and began rebuilding carriers.
Doesn't the De Gaulle have a lot of problems with maintenance/functionality? I could see the Chinese purchasing carrier systems like catapults to use in their own designs. They might purchase some of the older European carriers to use as training platforms.
Asp, back to you original point. I could see the Charles De Gaulle class as a 'transitional' model for the PLAN. Now, much use does the carrier force get could play a role in maintenance problems. Does the PLAN intend to use these hypothetical De Gaulle Carriers as one use expendables? Still would be interesting to see Chinese De Gaulles going up against pirates.
The De Gaulle had its issues, but they were mostly sorted out by the end of 2001. It's a genuine and proven class of nuclear powered carrier belonging to one of the two countries that operate them, and the other definitely isn't interested in selling. Honestly if the French would go for it I suspect they'd try to do what Russia did with the Mistrals, buy three or four hulls and do the first two in France then build the last in China with French help so they could get the knowledge. China was so far behind in naval construction and infrastructure in the mid-2000s that they simply couldn't do it themselves with licensed components, they would need someone else to do the whole thing first in a dedicated facility while they learned.

The question is whether France would go for it. I'm honestly not sure. They give the impression of being pretty mercenary in who they sell weapons to. I mean selling Mistrals to Russia and key aircraft-carrier building knowledge with them when you're a NATO member, then not canceling the deal for months after Putin invades Crimea is a pretty bent thing to do. China is on the other side of the world and they aren't bound to any treaties that oppose them. I'm leaning towards thinking they'd do it, especially during the 2007-2009 global recession when it would be pretty hard to turn down something that would support so many jobs and so much revenue.
So are we looking at a 2 French built, 2 Chinese built carrier hulls in your mind?

Radars are high up on the to-buy list as even today the Chinese made ones are somewhat lacking but i dont count them as land assets - they're more important on ships and aircraft.

The Varyag would already have been bought and would be undergoing modernization/rebuild, so the carrier program would continue the way it's going OTL and the first true carrier can be expected to be launched by 20222 or so, steel cutting and module assembly has reportedly already begun.

The Mistrals on the other hand are a good offer and imo the Chinese would nto be bothering any more with the Type 071.
