WI: English Victory at Cadiz (1625)?

Figured I'd bump this. I was just trying to consider some possible POD's for the English Civil War. Possibly as a way to suppress it. Now I not well versed in English history, for reasons most of you can probably guess, but I've recently started to peak at bits, and its usually pretty enjoyable learning, so I figured I'd take a crack at the Civil War period, which has always been a good dig site for TL's.

So the question, perhaps framed differently, is what if Buckingham had won at Cadiz? If he had come back from Cadiz a hero, then could Buckingham have not been as much hot water if he still fails at La Rochelle (if there even is a La Rochelle ITTL's 1627), giving Charles no need to dismiss parliament and establish his era of personal rule? At least thats what I've got, obviously, this is not my strong point, and Cadiz could obviously have more immediate repercussions in Europe itself, including Spain's possible response to such an attack and what would happen to Cadiz. Because I don't see the Spanish letting go of Cadiz, so that would probably be a few sieges away from falling anyhow.

theres something about english people that goes back to the anglo-saxons all the way to the arw.
when a leader gets out of line, the people revolt.
 
Best points of departure I can think of off the top of my head are they appoint a pair of deputies for Cecil who are an experienced sailor and experienced soldier with some common sense and tell him whilst he's in command the deputy handles naval matters and the other deputy supplies, there are no storms and the weather is much better, or possibly even both. If he gets a decent deputy then they might realise that the Spanish ships at Cadiz could be grabbed and act soon enough to either capture or sink them. That would at least give them something to point at as it not being a complete loss and give the impression of a victory for domestic consumption. Having enough food and water to survive plus not needlessly attacking forts you don't need to can only be for the good as well.

One interesting situation might be if thanks to there not being a storm or managing to sail through it they're able to intercept the returning Spanish treasure fleet. I'm assuming that the Crown would get to keep the lions share of the spoils after disbursing shares to the people that captured it. Would be more than enough to help defray the costs of the expedition and give the King some personal spending money without having to rely on Parliament. Even if the rest of it is a fiasco this should be enough to spin it as a victory and boost Buckingham and the King's popularity with the public.
