WI:English Parliament Referendum

Apparently Labour on Devolution decided not to have an English parliament due to the size of England (80% of the UK's population) but instead have 9 Regional Assemblies but it failed to pass and that was the end of that.

But what if they decided to have a referendum on the issue of an English parliament? If it passed then what would happen next?
 
Wouldn't that mean the Conservatives dominate English Parliament so Labour has less power? Of course I'm a bloody foreigner so I could be wrong :p
 
I doubt it would've passed, however possibly with the succesful Scots and Welsh referendums along education on the subject of an English Parliament it may've succeeded.

As has been said it's likely that after one or two terms the Parliament would be dominated by the Conservatives. We might see a Welsh Parliament come along a lot faster too rather than an Assembly that decides where to put the money.
