WI: England wins the second Anglo-Dutch war?

I'm thinking of using this to give England early possession of the Dutch cape colony for an idea I'm kicking around, but given that my research indicates that it was actually a pretty big loss for England, I imagine that changing it will have a lot of big effects.
 
IIRC the English were winning until Parliament decided that the war was over bar negotiating the favourable peace treaty.

Therefore it drastically reduced spending on the Navy (which I think hadn't become Royal yet). This forced the Navy Board to pay off most of its ships and put them in "Ordinary" and that allowed the Dutch to mount the Chatham Raid.

So if you delay the demobilisation of the Fleet until after the peace treaty is signed the English win the war.
 
If I'm not mistaken - while it's not the main POD of the thread, Emperor Constantine's Apollinis et Dianae includes an English victory in the Anglo-Dutch war. Off the top of my head the reasons are:

Heirs for Charles II which means Rupert/York can go play sailor prince = victory.
English seizure of the Dutch Spice Fleet
Dutch Republican Government collapsing.

Then the treaty states that the Dutch give up colonies A, B, C (I think); and have to pay a rather heavy indemnity to the English. A way of sealing this treaty is a marriage between Rupert and the Stadtholder's unmarried/widowed aunt, Maria of Nassau.
