WI: Enabling Act fails to pass

In 1933, Hitler needed the support of the Center Party to have the act pass, essentially giving the cabinet (i.e. him) full legislative powers.

The center party was divided on the issue, and it took some persuading to get its chairman Kaas to agree.

Assuming the negotiations fail at the last moment (POD: Kaas realizes that the nazis are not going to give him the written constitutional agreements they had negotiated (which were ostensibly being "typed up") and has his party vote against the bill) and the act fails to pass, what kind of consequences might this have ?


Could we potentially see butterflies affecting the Saar referendum, resulting in a narrow vote in favor of the area remaining under French control (maybe as a consequence of many Germans fleeing there from the openly dictatorial nazis?)

thought it might be interesting to have a discussion about weimar Germany somehow delaying the nazi takeover (even if for a little bit) and what effects that might have...

Magnum, I've pondered about the effects of the Schleicher regime holding on to power longer, and Hitler not named Chancellor on January 30, 1933.
At the time the Nazi Party was in somewhat disarray. Its vote totals were down at the November 1932 Reichstag vote, and a further vote in Thuringia in December saw more losses. As more and more disillusioned voters jumped off the Nazi bandwagon, its quite possible that the party would if not collapse, shrink to a much smaller size. While this is happening perhaps the Nazis would try a coup to take over, and go down fighting.
